2011 Tournament Rules & Regulations

ELIGIBILITY:
In order to participate in the Bay Challenge Cup, each team must be properly registered and in good standing with its respective state, provincial, or national youth soccer association. All members of a team, including guest players, must be registered with the same USSF affiliate member. USSF-affiliated teams not under affiliation with a US Youth Soccer state association are permitted provided OYSAN-required documentation is submitted.
Rosters will contain no more than 12 players for U10 and under, 14 players for U11 & U12 and 18 for U13 and up.
Each team can have up to three (3) guest players per team. Guest players must be from the same USSF affiliate as the team they are requesting to guest play with. No double carding of players will be allowed. Players are not allowed to play or be rostered on more than one team during the tournament and cannot switch to another team during the tournament. If a coach/player breaks this rule both teams will be disqualified. Players must be registered to their team according to current US Youth Soccer standards for age groupings. In the U14/15 division, only U15 players who appear on the official league team roster will be allowed to play with their teams. On U14/15 teams, 75% of the team must be U14 age players. All players must be properly registered during scheduled registration times before the start of their first game. Current player passes must be furnished for each contestant and coach, these must be laminated and include a picture and the player’s date of birth. Teams traveling from outside OYSAN (Ohio Youth Soccer Association – North) must have proper travel forms.
PLAYING FORMAT:
U9 and U10 teams will play 6 v 6; U11 & U12 teams will play 8 v 8; U13 and older will play 11 v 11.
NUMBER OF GAMES:
U9 will play 4 games, two on Saturday, and two on Sunday. There will be no games on Monday for these age groups.
U10 and older will play a minimum of 3 games, two on Saturday and one on Sunday. In brackets where there is an odd number of teams, teams will play 4 games, two on Saturday and two on Sunday.
All championship games will be on Monday morning.

AWARDS:
Awards will be given for 1st and 2nd place for the U10 through U14/15 age groups in each bracket. U9 participants will each receive a player participation award.
U9 teams will play round robin games and will not advance to playoff or championship rounds.

CANCELLATION/REFUND POLICY:
The Tournament Committee and the Bay Soccer Club will not be responsible for any expenses incurred by any team or club if the tournament is cancelled in whole or part. Should any age group or division be cancelled, each affected team will receive a full refund of their tournament entry fee. Accepted teams who elect to withdraw from the tournament will receive a full refund of their entry fee up until four weeks (through August 4) prior to the tournament date. Withdrawal between two and four weeks prior (August 5 – August 18) to the tournament date will result in forfeiture of one half the tournament entry fees. Withdrawal within two weeks (August 20-August 31) of tournament date will result in forfeiture of entire entry fee.
FIELD RESTRICTIONS:
The playing fields for the Bay Challenge Cup have legally based restrictions against the presence and use of alcoholic beverages. No alcohol is allowed at or around any field at the tournament. In addition, no vehicle is permitted on the fields or grass adjacent to the fields. No camping or Recreational Vehicles allowed overnight at any tournament field locations or adjacent parking lots. Please observe these rules and report any observed violations promptly to Field Marshals or Security Officers.
RULES & REGULATIONS OF PLAY:
1) International rules (FIFA) will be in effect with the following exceptions:
a) Substitutes may be made with the referee’s permission:
i) Before a throw-in in your favor, or before a throw-in by your opponent IF the opponent is subbing.
ii) Before a goal kick by either team.
iii) After a score by either team.
iv) At half time.
v) In case of any injury on a one-for-one basis. The opposing team may also substitute with an equal number of players at this time.
2) In accordance with FIFA policy:
a) Goalkeeper may not be fair charged within the goal area.
b) There will be no dissent between players and/or coaches and the referee. Questioning a referee is considered dissent. All coaches, players, and fans are urged to support this policy.
3) Coaches
a) Teams and coaches will be stationed on the side of the field opposite spectators.
b) Coaches and players who are not active in play will be restricted to an area along the touch line within 20 yards of their side of midfield. Coaching type instructions to players by others from any area of the field is not consistent with the spirit of the game and violations will be reported to the Tournament Director.
c) Coaches may be carded, and if red carded will be expected to leave the field of play for the duration of the game in which the red card is given. The Tournament Director will review reasons for red cards given to coaches and assistants and a decision made concerning his/her status for the next game.
4) Spectators
a) Spectators are expected to exhibit good conduct and sportsmanship at all times.
b) Use of noisemakers such as air horns, cowbells, etc. is considered unsportsmanlike and will not be allowed. Field Marshals, referees and tournament officials will help enforce this rule.
c) Spectators will remain behind the spectator line and may not be behind either goal line.
5) There will be no protest of referee decisions. The decision of the referee will be final. Any incidents in violation of this policy will be reported immediately to OYSAN.
6) The first team listed on the schedule is designated as the home team. If the referee determines there is a uniform color conflict, the home team will be responsible for changing into a different color jersey.
7) Corner kicks on all fields shall be standard kicks. No short corners.
8) All preliminary games will consist of two halves of 25 minutes each. Championship games will consist of two halves of 30 minutes each.
9) The game ball will be provided by the referee or field marshal assigned to the field. U13 and U14 games will use a size 5 ball. All others will use a size 4 ball.
10) Forfeits- A team failing to field the minimum number of players at the start of the game, seven players for 11 v 11 games, six players for 8 v 8 games, and five players for 6 v 6 games, will forfeit the game. The game will be scored 4-0.
11) If a team forfeits during play of any game, the non-forfeiting team will receive three (3) points for the win. The game shall be scored in favor of the non-forfeiting team 4-0 unless the team has scored more than 4 goals at the time of the forfeiture. In that event, the winning team shall score their accumulated goals. The tournament director reserves the right to review the outcome of any game forfeited during play, and make a determination as to the final scoring of the match.
12) Stoppage time (for injuries, delay of game tactics, or other reasons) can be added to games at the referee’s discretion
13) Because fields are scheduled to capacity, if there should be prolonged interruption due to lightning or other severe weather, we may not be able to complete the game and still maintain the schedule. In the event that play has been stopped due to weather that, in the opinion of the Referee Assignor or Site Director(s), constitutes a dangerous situation, all teams shall take cover but remain at the tournament location for the duration of the scheduled game. If this occurs, the Referee Assignor or Site Director(s) will make the judgment according to the following rules:
a) Games interrupted after completion of the first half:
i) If time permits, play to completion.
ii) If time does not permit, the game will be called complete and the score at the time of interruption recorded.
b) Games interrupted in the first half:
i) If time permits, play to completion.
ii) If time permits, play to completion of at least the first half and record the score as complete.
iii) If the first half cannot be completed, the game will be called a scoreless tie each team will be awarded one point.
c) In any event, games shall not be played past the scheduled start time of the next game due to weather delays
d) The Site Director or Referee’s decision to stop play is judgment and not subject to protest. Stoppage on one field will result in stoppage of play on adjacent fields.
14) The Tournament Committee reserves the right to alter game length due to weather conditions.
15) Any question concerning these rules should be directed to the Tournament Director.
16) Separate rules apply to small sided 6v6 games for ages of U9 and U10. These rules will be provided to each team with their acceptance package.
STANDINGS AND PLAYOFFS:
1) Advancing to Championship Round on Monday can be determined by referring to the individual schedules by division. Any questions should be directed to the attention of the Tournament Director.
2) Bracket standings leading to championship play will be determined as follows:
a) Points: Three points for a win, one point for a tie, zero points for a loss.
b) In the event of ties in point standings, the following tie breaker sequence will be used:
i) Result of the game played between tied teams.
ii) Most games won.
iii) Total net score for tournament games.
(1) Net score: Goals scored less scored against. A maximum differential of four goals per game will count for this purpose.)
(2) There will be no negative goal differentials in the calculation of Goal Differentials (goals for versus goals against) for each game. If the Goal Differential is negative for a team, zero will be used for the calculations.
iv) Least number of goals allowed.
v) FIFA penalty kicks. The Tournament Director will determine time and field location.
3) Wild Card Teams: In divisions where wild card teams are scheduled for play beyond preliminary round games, the wild card positions will be determined as in 2) a and 2) b.2 through 2) b.5 above. However, wild card teams will not be assigned to play winners of their own group in either quarter final or semifinal games. Only second place teams after preliminary rounds are eligible for wild card berths.
4) In the event of ties in games after the preliminary round, winners will be determined as follows: Two overtime periods of five minutes each will be played. Teams will switch ends of the field for the second overtime period. Play will continue to the end of each five minute overtime period, regardless of whether either or both teams score at any time within either or both overtime periods. If the teams are still tied at the end of the second overtime period, then the winner will be decided by FIFA penalty kicks. Only players on the field at the end of the second overtime period are eligible for penalty kicks.
5) There will be no protests allowed.
6) Any question concerning these rules should be directed to the Tournament Director.
PLAYER & SPECTATOR CONDUCT:
1) Any player ejected from a game will be ineligible to participate in the next scheduled game.
2) Coaches and assistants are expected to aid Field Marshals in controlling parent/spectator behavior.
3) Spectators may be red-carded by the referee. Any spectator receiving a red card will be suspended from the current game. Tournament Committee Members and the Referee Assignor may impose further disciplinary action, including ejection from the tournament, after a review of the violation.
4) Continued problems with spectators could result in a red card issued to a team in which case the team will lose a player for the remainder of the game. The Tournament Director will review reasons for red card and the team may lose a player for the following game.
REGISTRATION & TOURNAMENT HEADQUARTERS:
Registration will be held at the Holiday Inn Westlake, 1100 Crocker Rd, Westlake, OH 44145 on Thursday, September 1, 2010 from 6:00pm to 9:00pm and Friday, September 2, 2011 from 6:00 to 9:00pm. The Tournament Headquarters will be at Cahoon Park on September 3 & 5 at 303 Cahoon Road, Bay Village, OH 44140, and on September 4, 2011 will be at Walker Road Park.
GENERAL RULES:
- The Tournament Director reserves the right to decide on all matters pertaining to the tournament and their judgment is final.
- There will be no protests. All decisions of the referee are final and binding.
- Alcoholic beverages are prohibited anywhere on the tournament site.
- Serious misconduct of coaches, parents or anyone associated with the team can result in disqualification of the team from the tournament. Competing teams are encouraged to exchange souvenir team patches following each and every game.
Modified Playing Rules for U-9, U-10 6v6
All FIFA/USSF LAWS APPLY WITH FOLLOWING MODIFICATIONS
Roster Size
Roster size shall not exceed a maximum of 12 players with a maximum of 3 Guest Players per team.
Number of Players
U-9, U-10 shall play a 6v6 game. One player shall be designated as a goalkeeper. Game shall not start officially with less than 5 players.

Referee
Each game shall have one registered referee.
Goal Area
Goal area shall be marked 10 yards out from each goal line. This area shall extend from touchline to touchline. The goalkeeper may handle the ball anywhere within the goal area. After gaining possession with hands only, the goalkeeper must put the ball into play within 10 seconds (indirect free kick at spot of foul). Goalkeeper shall not punt or drop kick the ball in the air past the opponent’s goal area line, (indirect free kick for defending team on goal area line where ball passed over in the air). ALL FOULS IN GOAL AREA ARE INDIRECT EXCEPT FOR OBVIOUS GOAL SCORING OPPORTUNITIES (OGSO).

Start of Play
Following the coin toss and after each goal, the kick-off shall be played forwards from the center spot. Players should remain in their own half of the field until the ball is kicked.

After substitutions have been completed, the team in possession shall kick the stationery ball from the ground anywhere from within the goal area into play. Ball must exit goal area before it is in play or can be touched by another player. All opposing players shall remain outside the goal area until the ball is in play.

When a goal is scored, restart the game by kick-off at the center of the field

Offside Rule
Offside rule does not apply for U-9 and U-10 brackets. A player may not be positioned in a permanent placement in front of the goal. The referee has full authority to penalize any player who is blatantly in an offside position and not in the flow of play when the ball is played to him/her.
Misconduct/Fouls
Players may be yellow or red carded. Red carded player shall not re-enter the game. Team shall be allowed to replace red-carded player on the field. No slide tackling rule is in effect; indirect free kick shall be awarded. Conform to FIFA.
Restarts/Free Kicks
Conform to FIFA with the exception that the opponents indirect free kick is awarded to the opposing team at the center spot on the halfway line if the Goalkeeper punts or drop-kicks the ball in the air from his /her penalty area into the opponent’s penalty area.
Obvious Goal Scoring Opportunities
When an attacking player is fouled during an obvious goal scoring opportunity anywhere in the field and including the goal area, or a defender illegally stops the ball from entering the goal, the game is restarted with a penalty kick.
Penalty Kicks
Conform to FIFA with the exception that the penalty mark is made 8 yards from the midpoint of the goalposts. All players except for the defending goalkeeper remain behind the goal area line and out of the entire goal area. All players except for the kicker shall be 8 yards from the ball. The ball must be kicked forward and goalkeeper shall remain on the goal line until the ball is kicked.
Pass Back Rule
The pass back rule is in effect. The goalkeeper is not allowed to pick up the ball when last played by the foot of a teammate.
